Homeland Security Presidential Directive
(HSPD)-12 directs federal agencies to implement a government-wide
common and reliable identification verification system
that will be inter-operative between all government
agencies. This system will serve as the basis for reciprocity
between agencies incorporating Physical Access Control

Access Control refers to a card or biometric system

and IT infrastructure.
